Canada's Minister of Immigration Discusses Future

Newly appointed Minister of Citizenship, Immigration and Multiculturalism, Jason Kenney, addressed the Canadian Club yesterday, discussing how his government foresees immigration contributing to the country's continued growth. He stated that the Conservative party remains dedicated to a dynamic immigration system and to ensuring the effective integration of new Canadians.

Mr. Kenney stated “Just as immigration has played a strong role in our past, it will continue to be important to our future. Canada is respected around the world for the way we’ve managed to bring in people from all over the globe. We have done this with a spirit of openness and tolerance, embracing diversity and becoming stronger for it.”

Mr. Kenney also discussed some of the recent efforts that the government has undertaken to aid new immigrants. These include the creation of the FCRO, the fast-tracking of Skilled Workers within Canada with the Canadian Experience Class, and the investment of CAD$1.4 billion over five years to aid the settlement of new Canadians across the country.

Changes to IRPA: C-50

Just as immigration has been essential to Canada’s economic development, it is an indispensable part of our future economy.

In 2007, Canada admitted a record 430,000 people from 216 countries, 60,000 more than four years ago, and the largest total number of newcomers in our history.

Frankly, this is because Canada needs these newcomers to fill large and growing labour shortages in the most dynamic areas of our economy.

As Prime Minister Harper has said, “The least understood challenge in the next generation will be potential widespread labour shortages.” What we have seen so far, he said, “will only be the tip of the iceberg if we do not get our act together.”

In the last 50 years, our labour force grew by 200 percent. But in the next 50 years, it is predicted to grow by only 11 percent.

“Not only is the backlog a source of great irritation for those patiently waiting their term. It will hold back Canada’s economic growth,” the Prime Minister noted.

But let me be clear: our government inherited some very serious challenges in the immigration system that must be fixed if we are to ensure that immigration works well for Canada, and for newcomers, in the future.

For instance, we inherited an enormous backlog of over 800,000 applications waiting to be processed, which has caused waiting times to stretch as long several years.

Not only does that frustrate new Canadians waiting patiently to be re-united with their families, but it means that we are losing many of the most highly skilled migrants to countries like Australia and New Zealand, whose waiting times are a fraction of ours.

That’s why we have acted to modernize the immigration system.

For instance, earlier this year we changed the Immigration and Refugee Protection Act through Bill C-50. These changes are a big step to better aligning immigration with our labour-market needs, and to reducing the massive backlog and unacceptable wait times.

Following widespread consultations held earlier this year, I will soon be releasing a list of those professions and trades which are most urgently in need of new workers. Immigrants abroad who apply to come to Canada as Skilled Foreign Workers, and whose experience or training match these categories, will have their applications processed on a priority basis.

Our modernization of the immigration system also includes the introduction of the Canadian Experience Class—with the goal being to keep skilled, credentialed and talented workers and international students in Canada who are already living here.

We have also made significant improvements to the Temporary Foreign Worker Program to help Canadian employers address the challenges they face in filling labour shortages.

Beyond bill C-50

But these aren’t the only ways we are helping newcomers. Let me tell you about some others.

I don’t think there’s much I can tell anyone here that you don’t already know about the Provincial Nominee Program.

The agreement we have in place with Manitoba gives the province greater flexibility in selecting immigrants with the skills and talents you’re looking for.

This province is far and away the biggest user of the program. Manitoba accounted for more provincial nominees than all other provinces and territories combined—recruiting 7,689 newcomers last year.

One of the key advantages of this program, for example, is that the provinces have important tools to select immigrants that meet specific local and regional needs.

The establishment of the Foreign Credentials Referral Office last year is another important achievement of the Harper government.

With this office, we’re helping prospective immigrants get the information they need on the foreign credential recognition process and the Canadian labour market—even before they get to Canada.

Now we have foreign credential referral services in 320 Service Canada Centres across Canada, including 20 right here in Manitoba.

We cut in half the Right of Permanent Residence Fee from $975 to $490 per person. That’s important! Almost a thousand dollars to apply for permanent residence was an enormous burden for newcomers struggling to build a new life and support their families.

And as I mentioned we’ve reduced taxes to allow both new and established Canadians to prosper and make the best choices for their families.

I believe all of this demonstrates the range of actions we have taken to help new Canadians succeed.

Improving immigration policy and programs

As statistics from the 2006 Census show, Canada is now home to its highest proportion of immigrants since 1931—the year we achieved full independence from Britain, along with Australia and other members of the Commonwealth.

That means now that one in five people is born outside the country.

We have a responsibility to make sure newcomers integrate into our communities. In 2006, we announced the Strategic Plan to Foster Immigration to Francophone Minority Communities to help increase immigration of French-speaking people to Francophone communities outside Quebec, such as St. Boniface.

Since last year we have substantially increased funding in every province to support programs and services that can make a real difference in the lives of newcomers. Our government committed an additional $1.4 billion in settlement funding over five years.

With this funding, we will continue to help newcomers with employment-related services. We will help them improve their English and French language skills.

And we will connect them with volunteers and mentors to access services, establish contacts in their field of work, and participate in the community.

When they succeed, we all succeed!

Conclusion

Ladies and gentlemen, immigrants have helped build our country—a country that is prosperous and rich in diversity.

Newcomers will continue to be a source of growth and strength. And we must keep up our end of the bargain by doing what we can to ensure their successful integration into Canadian society.

Over the years, we have been remarkably successful. Since Confederation, more than 15 million people have immigrated to Canada.

They’ve come from every corner of the globe, and from every cultural, religious, and ethnic background you can imagine.

This really hit home for me last week when I attended a citizenship ceremony at the Canadian War Museum in Ottawa, just before Remembrance Day.

I was honoured to be there with war veterans who fought for Canada. For freedom. For democracy.

It was awe-inspiring to be surrounded by all the history of heroism and sacrifice, while fifty hopeful people from every corner of the earth, each of them wearing the blood red poppy of Flanders Fields, raised their hands to take the oath of allegiance, and in so doing became Canadians.

Let us all, during this Veterans Week, rededicate ourselves to honouring the example of those who have served Canada in her uniform, as the highest expression of our citizenship. And let us do so by ensuring that this land remains a beacon of hope and opportunity for generations to come.

I think we can all agree that our immigration policy is a success when newcomers choose to become Canadian citizens because they know in their hearts that we live in a great country.

Canadian Immigration Department Seeks Credential Recognition

Through its funding of various resources, Citizenship and Immigration Canada is seeking to ease the transition of new immigrants by facilitating the recognition of foreign credentials. One such initiative is the Foreign Credentials Referral Office (FCRO) which operates within Canada and abroad with the goal of assisting new Canadians and those who are pursuing permanent resident status in Canada.

The FCRO was initially established to conduct efforts to improve foreign credential recognition processes within Canada. This has included efforts to increase the availability of information for Canadians and employers, the identification of programs and services, and creating competency assessments to facilitate entry to practice. The organization has also begun undertaking efforts to make information available to prospective immigrants abroad. To date, locations have been established overseas in India, China, and the Philippines. In 2009, it is expected that a new location will be opened.

Overseas offices conduct sessions in which those selected under the Skilled Worker program are able to attend and learn about local labour market requirements. To date, over 2000 such candidates have been helped, and thousands more are registered

for attendance of future sessions.

Minister Kenney announces immigration levels for 2009; Issues instructions on processing federal skilled workers

Ottawa, November 28, 2008 — Canada will stay the course on immigration in 2009, welcoming between 240,000 and 265,000 new permanent residents, Jason Kenney, Minister of Citizenship, Immigration and Multiculturalism, announced today.

“While countries such as the United Kingdom and Australia are talking about taking fewer immigrants, our planned numbers for 2009 are on par with last year and are among the highest for this country over the past 15 years,” Minister Kenney said. “The numbers reflect a continued commitment to an immigration program that balances Canada’s economic, humanitarian and family reunification goals.”

The 2009 plan includes up to 156,600 immigrants in the economic category; 71,000 in the family category; and 37,400 in the humanitarian category[/u].

Minister Kenney also announced another step in measures to improve the immigration program’s responsiveness to Canada’s labour market. Retroactive to February 27, 2008, the date specified by the Federal Budget, the Action Plan for Faster Immigration includes issuing instructions to visa officers reviewing new federal skilled worker applications to process those from candidates who:

are in 38 high-demand occupations such as health, skilled trades, finance and resource extraction; or

have an offer of arranged employment or have already been living legally in Canada for one year as a temporary foreign worker or international student.

The list of 38 occupations was developed after consultations with the provinces and territories, business, labour and other stakeholders. New federal skilled worker applications that do not meet the eligibility criteria outlined above will not be processed, and the application fee will be fully refunded. This, along with funds set aside in the 2008 Budget to improve the immigration system, will stop the backlog from growing and will start to draw it down.

“The eligibility criteria apply only to new federal skilled worker applicants and will not affect Canada’s family reunification or refugee protection goals,” said Minister Kenney. “Applicants who aren’t eligible for the federal skilled worker category may qualify under another category, such as the Provincial Nominee Program, or as temporary foreign workers, which could then put them on a path to permanent residency through the new Canadian Experience Class. There are many ways to immigrate to Canada.”

The Department has expanded its website in an effort to make it easier for people to navigate the range of immigration options open to them. The site now includes a specific section for employers (www.cic.gc.ca/employers) and a new interactive tool (www.cic.gc.ca/cometocanada) that matches information provided by potential applicants with immigration programs that best suit their circumstances.

“We expect new federal skilled worker applicants, including those with arranged employment, to receive a decision within six to 12 months compared with up to six years under the old system,” said Minister Kenney. “All other economic class applications—including applicants chosen by Quebec, provincial nominees, the Canadian Experience Class, and live-in caregivers—will continue to be given priority.”

Theseimprovements, coupled with a number of recent initiatives that include the introduction of the Canadian Experience Class, bring Canada in line with two of its main competitors for highly skilled labour: Australia and New Zealand. Both of these countries have eliminated their backlogs and have systems that deliver final decisions for economic applicants within a year.

“The recent steps this Government has taken to improve our immigration system will help ensure that Canada remains competitive internationally and responsive to labour market needs domestically,” said Minister Kenney.

IMMIGRATION AND REFUGEE PROTECTION ACT

Ministerial Instructions

Notice is hereby given, under subsection 87.3(6) of the Immigration and Refugee Protection Act, that the Department of Citizenship and Immigration has established the following Ministerial Instructions that, in the opinion of the Minister, will best support the attainment of the immigration goals established by the Government of Canada.

Preamble

The following Ministerial Instructions identify immigration applications and requests for priority processing.

Instructions are directed to officers and their delegates who are charged with handling and/or reviewing applications for permanent or temporary visas to enter Canada.

Authority for the following Ministerial Instructions is derived from section 87.3 of the Immigration and Refugee Protection Act (IRPA). The Instructions are being issued to ensure that the processing of applications and requests are conducted in a manner that, in the opinion of the Minister, will best support the attainment of the immigration goals established by the Government of Canada.

The Instructions come into force on their date of publication in the Canada Gazette.

The Instructions apply only to applications and requests made on or after February 27, 2008.

All applications and requests made prior to February 27, 2008, shall be processed in the manner existing at the time of application.

The Instructions are consistent with IRPA objectives as laid out in section 3, specifically to support the development of a strong and prosperous Canadian economy; to see that families are reunited in Canada; to fulfill Canada’s international legal obligations with respect to refugees and provide assistance to those in need of resettlement; and to respect the federal, bilingual and multicultural character of Canada, including to support and assist the development of minority official languages communities.

The Instructions are compliant with the Canadian Charter of Rights and Freedoms.

The Instructions do not apply to refugees or protected persons or persons making a request on Humanitarian or Compassionate grounds from within Canada.

The Instructions respect all previously established accords and agreements including the Quebec-Canada Accord and all agreements with provinces and territories.

Any categories for which Instructions are not specifically issued shall be processed in the usual manner.

Economic Class applications

All Economic Class applications, with the exception of Federal Skilled Worker applications, shall be placed into processing according to existing priorities, including

Live-in Caregivers

Federal Skilled Worker applications submitted on or after February 27, 2008, meeting the following criteria shall be placed into processing immediately upon receipt:

Applications submitted with an offer of Arranged Employment and applications submitted by foreign nationals residing legally in Canada for at least one year as Temporary Foreign Workers or International Students;

Applications from skilled workers with evidence of experience (see footnote 1) under one or more of the following National Occupation Classification (NOC) categories:

Requests made on the basis of Humanitarian and Compassionate grounds that accompany a Federal Skilled Worker application made overseas that is not identified for processing under Ministerial Instructions will not be processed.

All other Humanitarian and Compassionate requests are not affected by the above Instructions pertaining to Federal Skilled Workers.

Family Class applications

Family Class applications will be processed in the same manner and with the same priorities as usual. Specifically, applications for sponsored spouses, partners and dependent children shall continue to be placed into processing immediately upon receipt.

Humanitarian and Compassionate requests

Requests for Humanitarian and Compassionate consideration overseas will be processed in the usual manner, except in the case where the request accompanies a Federal Skilled Worker application not identified for processing under Ministerial Instructions as stated above.

Temporary Resident applications

All applications for temporary residence, including Temporary Foreign Workers, Foreign Students and Visitors, shall continue to be placed into processing immediately upon receipt.

Retention/Disposition

Applicants to the Federal Skilled Worker Program whose applications were received on or after February 27, 2008, and which do not meet the assessment criteria described above shall be informed, in as short a time as possible, that their applications will not proceed for processing and shall be returned their processing fees, unless the Minister has otherwise instructed that applications be retained.

But I discovered that the IELTS requirement does not same as before as follow:

For example, moderate:

Speaking 5.5 - 6.0

Listening 5.5 - 7.0

Reading 5.0 - 6.0

Writing 5.5 - 6.0

But I remember that the old requirement is:

Speaking 5.0 - 6.5

Listening 5.0 - 6.5

Reading 5.0 - 6.5

Writing 5.0 - 6.5

بالعكس التعديل الجديد احسن

كان زمان عشان يببقي high لازم يجيب من 7 الي 9 وكانت صعبة جدا

الان من 6.5 الي 9 والنص ده بقي كان كابوس لناس كثيرين

بس الوضع الجديد ده احسن كتير علي الاقل بالنسبة لي

هي النقطة اللي عاوز تفهما هالي هل الكلام ده ينطبق علي مقدمي طلب الهجرة بعد 28 نوفمبر ولا علي مقدمي الاليتس بعد 28 نوفمبر

فرضا انا مقدم علي الهجرة في اكتوبر ابقي تبع انهي نظام وشكرا
