باول يتهم العراق بإخفاء أسلحة دمار شامل

كولن باول يتحدث في مجلس الأمن اليوم

شن وزير الخارجية الأميركي كولن باول هجوما شديدا على العراق في خطاب أمام مجلس الأمن الدولي خصص لأدلة تقول الولايات المتحدة إنها تدين بغداد وتثبت عدم تعاونها مع مفتشي الأسلحة. واتهم باول العراق بالمراوغة في الاستجابة لمطالب الأمم المتحدة القاضية بنزع أسلحته المحظورة.

وقال باول إن هدفه هو تقاسم معلومات إضافية مع المجتمع الدولي، وأضاف أن المجلس لا يتعامل مع طرف بريء، مشيرا إلى أن العراق ارتكب انتهاكا ماديا في السابق للقرارات الدولية، وذكر أن القرار 1441 منحه "فرصة أخيرة" لتجريده من أسلحته غير التقليدية.

وقال إن بعض الأدلة التي يعرضها تم الحصول عليها من مصادر مختلفة أميركية ومن بلدان أخرى، وهي تتضمن صورا فوتغرافية التقطت من الجو، ومحادثات هاتفية لمسؤولين عراقيين تم رصدها، وبعضها جاء من أناس خاطروا بحياتهم من أجل توفيرها.

واستشهد الوزير الأميركي بما قاله رئيس لجنة فرق التفتيش هانز بليكس أمام المجلس في تقريره الذي قدمه يوم 27 من الشهر الماضي، وقال إن العراق لم يلتزم بتعهداته بالتخلص من أسلحته.

وعرض باول في بداية تقريره نصا حرفيا لتسجيلين صوتيين بين ضابطين في الجيش العراقي يتحدثان عن إخفاء عناصر محددة قبل زيارة للمفتشين.

ومما جاء في شريط تسجيل رصد يوم 26 نوفمبر/ تشرين الثاني الماضي –أي قبل يوم من عودة مفتشي الأسلحة إلى العراق- يطلب فيه من وصفه بأنه ضابط عراقي من ضابط آخر أن يتأكد من عدم وجود أي مركبة معدلة في حال قيام مفتشي الأسلحة بزيارة.

ويسمع في الشريط صوت الضابط الأصغر يطمئن قائده إلى أن كل شيء قد تم إخلاؤه ولم يعد هناك شيء، مشيرا فيما يبدو إلى مركبة من مصنع الكندي الذي قال باول إنه ضالع في "نشاط تسلح محظور".

وفي الشريط الثاني يعطي من قال باول إنه ضابط من الحرس الجمهوري تعليمات لضابط ميداني بإخفاء ذخائر محظورة وبإتلاف خطاب يتضمن أمرا بإخلاء عتاد محظور، وقال باول إن الشريط سجل يوم 30 يناير/ كانون الثاني الماضي.

كما عرض وزير الخارجية الأميركي صورا التقطت من الأقمار الاصطناعية على مجلس الأمن وقال إنها دليل على خداع العراق فيما يتعلق بالأسلحة المحظورة.

وظهر في الصور ما قال باول إنها مستودعات للأسلحة وسيارة معنية بإزالة التلوث تحسبا لوقوع خطأ داخل المنشأة. وعرض صورة لمستودع سلاح في منطقة التاجي ببغداد، يعتقد بخزن مواد كيماوية فيها. كما عرض صورة تظهر أنه قبل وصول المفتشين كانت السيارة قد تحركت وجرى تطهير المنشأة ولم يعثر المفتشون على شيء.

واتهم باول العراق بإقامة نظام يهدف إلى الخداع وإخفاء أشياء عن مفتشي الأمم المتحدة لا للتعاون معهم ومساعدتهم بل للتجسس عليهم ومراقبة أدائهم، وهي برئاسة نائب رئيس الجمهورية طه ياسين رمضان وعضوية قصي نجل صدام حسين والفريق عامر السعدي.

ويحضر جلسة اليوم إضافة إلى باول 11 وزير خارجية تتباين مواقفهم تجاه الأزمة العراقية. وكان وزير الخارجية البريطاني جاك سترو قد استبق جلسة مجلس الأمن بالإعلان عن أدلة تربط القاعدة بالنظام العراقي الذي قال إنه يوفر بيئة مناسبة لعمل التنظيم.

وكان الرئيس العراقي صدام حسين نفى في مقابلة تلفزيونية أجراها معه السياسي البريطاني وداعية السلام توني بن وبثت أمس أن تكون للعراق صلة بتنظيم القاعدة وقال "لو كانت لنا علاقة بالقاعدة وكنا نؤمن بهذه العلاقة لما خجلنا من الاعتراف بها".

UNITED NATIONS (CNN) -- U.S. Secretary of State Colin Powell told the U.N. Security Council Wednesday that Iraq has made "no effort" to disarm despite a series of U.N. resolutions and used what he said were electronic intercepts, satellite photographs and other intelligence sources to make the U.S. case against Iraq.

In the highly anticipated presentation, Powell spoke quickly and forcefully as he laid out what he said was evidence that Iraq was developing biological and chemical weapons, and was attempting to attain nuclear weapons.

"I cannot tell you everything that we know. But what I can share with you, when combined with what all of us have learned over the years, is deeply troubling," Powell said.

• Powell began by playing audiotapes of what he said were two Iraqi officials discussing an upcoming inspection by U.N. officials.

"They are inspecting ammunition you have... for the possibility there are forbidden ammo," said a voice Powell identified as an Iraqi official in the U.S. translation. "We sent you a message yesterday to clean out the areas, scrap areas, abandoned areas. Make sure there is nothing there."

Powell called the recordings "part and parcel of a policy of evasion and deception that goes back 12 years."

• Powell also showed a satellite photograph of what he said was an active chemical weapons bunker.

He said the photograph showed Iraqi officials cleaning out the bunkers ahead of another inspection. Other photographs showed caravans of trucks at other suspected chemical weapons and ballistic missile sites just two days before inspections resumed.

• Powell said that the United States has learned through human intelligence sources that Saddam Hussein warned Iraqi scientists that there would be "serious consequences" to them and their families if they provide sensitive information to inspectors and that scientists were forced to sign documents that said they understood that divulging information was punishable by death.

• Powell said four different sources have said that Iraq has built sophisticated, mobile biological weapons production and research facilities that could be used to make anthrax, ricin and other agents. He said that Iraq had at least seven of the mobile facilities that could be concealed on 18 trucks.

One U.S. official said that the information Powell is presenting will be costly because it will reveal some sources of intelligence, but he added, "What good is intelligence if you don't use it." He said there were several last-minute decisions not to release some material because of concern for the safety of U.S. troops.

CIA Director George Tenet sat behind Powell at the horseshoe-shaped Security Council table. A senior State Department official said Tenet's presence was "part of the credibility of the whole package" -- a "personal endorsement" of Powell's message.

At the other end of the table, Mohammed Aldouri, Iraq's ambassador to the United Nations, listened to Powell's presentation and waited for his chance to respond. Aldouri is expected to give a speech, but only after the 15 members of the Security Council have addressed the world body. (Interactive:Member nations' positions on Iraq)

Twelve foreign ministers were also present for the meeting in the most anticipated live television presentation there since the 1962 Cuban missile crisis. U.N. officials said there will be more television feeds than usual, with one camera dedicated to Powell and another for his presentation items.

After Powell spoke, each member nation was given an opportunity to speak for six to eight minutes apiece. U.N. Secretary-General Kofi Annan and the two chief U.N. weapons inspectors, Hans Blix and Mohammed ElBaradei, also attended but are not expected to speak. (Interactive: Speakers following Powell)

The Bush administration has not committed to seeking a second Security Council resolution on Iraq. But the goal after Powell's presentation is to gauge support for a new resolution that would:

• Declare that Iraq failed to keep its commitment to honor Security Council Resolution 1441 and set a deadline for Iraqi compliance;

• Give the U.N. blessing for military action if the deadline passes.

President Bush met with Democratic and Republican congressional leaders Wednesday morning to discuss Powell's presentation. (Full story)

British Prime Minister Tony Blair also reiterated the stance supported by the United States and Britain while answering questions from the House of Commons.

"I believe our case on weapons of mass destruction is very, very clear indeed. It's perfectly obvious Saddam has them," Blair said. "The U.N. has asked him to give them up. He is not giving them up at the moment.

In an interview aired Tuesday, Saddam claimed he has no weapons of mass destruction or ties to al Qaeda. (Full story)

نيويورك، الأمم المتحدة (CNN) -- بدأ مجلس الأمن الأربعاء الجلسة المخصصة للاستماع إلى وزير الخارجية الأمريكي كولن باول، والتي يتوقع ان يقدم فيها أدلة على ما يصفه "بخداع العرا ق في شأن برنامجه التسلحي المحظور."

وقد أفتتح الجلسة قبل قليل، وزير الخارجية الألماني يوشكا فيشر، بحكم رئاسة ألمانيا حاليا لمجلس الأمن، حيث قدم الكلمة لنظيره الأمريكي باول لعرض أدلة واشنطن ضد العراق، فيما تدعيه بإخفائها (بغداد) لأدلة تثبت تورطها في برنامج تسليح محظور، بالإضافة إلى وجود علاقات للعراق مع تنظيم القاعدة.

وبحسب جدول الأعمال فمن المتوقع أن تستغرق كلمة باول نحو 90 دقيقة ، حيث يليها كلمات عدد من وزراء الخارجية العرب والأجانب، بحيث تستغرق كل كلمة نحو ست إلى ثمان دقائق.

والوزراء الذين سيتحدثون هم حسب الترتيب التالي: وزراء خارجية كل من الصين وبريطانيا ورويسيا والكاميرون وفرنسا والمكسيك وبلغاريا وباكستان وإسبانيا وتشيلي ونائب وزير خارجية أنغولا .

UNITED NATIONS — Secretary of State Colin Powell laid out America's case for military action against Iraq Wednesday, providing "irrefutable and undeniable" evidence that Saddam Hussein is hiding weapons of mass destruction.

Powell, accompanied by top CIA officials, presented tape recordings, satellite photos and statements from informants at a meeting of the U.N. Security Council to prove that Iraq has not complied with its order that it disarm.

He said the U.N. places itself in "danger of irrelevance" if it doesn't take action.

"Resolution 1441 gave Iraq one last chance, one last chance to come into compliance, or face serious consequences," Powell told the Security Council. "What I can share with you is deeply troubling....

"Saddam Hussein and his regime have made no effort -- no effort -- to disarm."

He said Resolution 1441 "was designed to be an early test," and that Iraq has failed it.

"By this standard, I believe that Iraq is now in further material breach of its obligations. I believe this conclusion is irrefutable and undeniable....

"How much longer," Powell asked, "are we willing to put up with Iraq's noncompliance before we as a council -- we as the United Nations -- say 'enough, enough'?"

"Iraq has put itself ... closer to the day where it will face serious consequences for its continued defiance of this council."

The secretary of state played recorded excerpts of conversations between Iraqi officials and field agents -- as recently as last week -- showing that the Iraqis have been scrambling to evacuate any trace of prohibited arms before U.N. weapons inspectors find them. One conversation was recorded after weapons inspectors found 12 empty chemical warheads on Jan. 16.

Powell also said sources have told the United States that the Iraqis have gotten rid of hard drives containing vital information regarding Baghdad's banned weapons program, we well as the weapons themselves.

"Every statement I make today is backed up by sources -- solid sources," Powell said. "These are not assertions. Instead of cooperating, Saddam Hussein and his regime are busy doing all they possibly can to ensure inspectors succeed in finding absolutely nothing."

The 12,000-page arms declaration Iraq submitted to the United Nations on Dec. 7 was supposed to outline all weapons programs run by Iraq.

But based on recent evidence, Powell said, "Iraq never had any intention of complying with this council’s mandate." Iraq wanted to use it to "overwhelm" the world about "useless information so that we would not have time to pursue Iraq’s prohibited weapons."

And while Iraq tells the world it is doing everything it can to comply with international inspections, U.N. inspectors are under constant surveillance by "an army" of Iraqis, Powell said.

Saddam has a "higher committee for monitoring the inspection teams," which is headed by Iraq’s vice president and includes officials such as Saddam’s son and top adviser, who also serves as the contact person for U.N. weapons inspectors.

A recent report from the British government said Iraqi intelligence had bugged inspectors' telephones and hotel and conference rooms.

Powell said that while there is documented evidence that Iraq has produced biological agents such as ricin and anthrax, Saddam has not provided evidence that those substances have been destroyed. The United States also has "first-hand descriptions of biological weapons factories on wheels and rails" from Iraqi defectors, Powell said. Not only are these mobile centers in which lethal substances are produced, but evidence also shows that there are several mobile research centers, as well, he said.

The secretary of state estimated that there may be 18 trucks that the United States knows of that are used as mobile biological weapons units -- and that took weapons inspectors four years to discover.

Iraq also has "drying expertise" in these facilities to successfully weaponize anthrax, botulinum toxin and other harmful agents, Powell said, and Iraq has investigated dozens more agents that cause the plague hemorrhagic fever and smallpox. Saddam’s regime has also perfected ways to disperse these agents via water supply or air, Powell said.

"There can be no doubt. Saddam Hussein has the weapons and the capability to produce more -- many more," he said. But "if biological weapons seem too terrible to contemplate, chemical weapons are equally chilling."

Powell said Saddam has used chemical agents on his own people and on the Kurds in northern Iraq. Echoing statements made by weapons inspectors, he said Iraq hasn’t accounted for "vast amounts" of chemical weapons, including 515 artillery shells with mustard gas and 30,000 empty munitions that could hold 500 tons of chemical agents.

Iraq denies it has ever weaponized VX nerve gas -- a single drop of which could cause death within minutes. But Powell said evidence shows Iraq does, in fact, have VX, yet it may be hard to find because Baghdad has integrated banned weapons programs with legal programs, otherwise known as "dual use infrastructures."

"Any inspections in such facilities would be unlikely to turn anything prohibited," Powell said. "Call it ingenious or evil genius, but the Iraqis designed their chemical weapons program to be inspected."

Powell also displayed satellite photos showing cargo vehicles and decontamination vehicles moving chemical weapons. He said the U.S. conservatively estimates Iraq has 100 to 500 tons of chemical nerve agents.

"Why should any of us give Iraq the benefit of the doubt?" Powell asked. "I don’t, and I don’t think you will either after you hear this next intercept."

He then played an intercepted conversation between two commanders in the Iraqi Republican Guard. Capt. Abrahim was giving orders, and the person repeated everything he heard to make sure the orders were clear. The message was this: "Remove the expression 'nerve agent' wherever it comes up in the wireless instructions."

"When will we see the rest of the submerged iceberg?" Powell asked. "Saddam Hussein has chemical weapons. Saddam Hussein has used such weapons and Saddam Hussein has no compunction against using them again."

Powell said sources have said they have witnessed the Iraqi regime testing chemical agents on prisoners. Eyewitness accounts describe how victims had blood oozing out of their mouths and that autopsies were performed on their bodies to confirm the effects of the agents, he said.

"Saddam Hussein’s humanity -- inhumanity -- has no limits," Powell said.

He said Saddam also has two of the three components needed to produce a nuclear bomb, and that all he needs now is the ability to enrich uranium.

"We have no indication Saddam Hussein has ever abandoned his nuclear weapons program," Powell said. "Saddam Hussein is determined to get his hands on a nuclear bomb."

Powell also told the Security Council that Iraq has links to Al Qaeda and other terror groups, although Saddam just this week denied such relationships.

"Iraq and terrorism go back decades," Powell said.

CIA Director George J. Tenet and his chief deputy, John McLaughlin accompanied Powell but did not plan to provide any testimony.

Asked on Tuesday to respond to reports that Saddam has said Iraq has no ties to Al Qaeda, Defense Secretary Donald Rumsfeld responded: "And Abraham Lincoln was short."

"If I had this evidence before a jury that was an unbiased jury, I could get a conviction," said Sen. Joe Biden of Delaware, the top Democrat on the Senate Foreign Relations Committee. "But we're talking about a different stage. [Powell] has a tougher jury and there is a lot of skepticism that exists in the international community."

Biden joined more than a dozen other Democratic and Republican lawmakers Wednesday morning for breakfast with President Bush, who sketched out his case against Saddam hours before Powell's presentation. Lawmakers in both parties have accused the White House of failing to keep them informed of developments on Iraq.

"This issue will come to a head in a matter of weeks, not months," President Bush said last week.

The intelligence on Iraq's weapons programs is considered solid; the information on Baghdad's contacts with Al Qaeda is less so but still suspicious, officials said. The information centers on the movements of a lieutenant of Usama bin Laden, Abu Musab Zarqawi, who traveled to Baghdad last summer for medical treatment and is now believed to be working with a Kurdish Islamic extremist group in northern Iraq, officials said.

German Ambassador Gunter Pleuger, whose government currently is president of the Security Council and is strongly opposed to war, said the foreign ministers at Powell's briefing might not be able to respond immediately.

After his Security Council presentation, Powell scheduled a series of meetings with the foreign ministers of Russia, Chile, Cameroon, Mexico, Angola, Pakistan, France, Spain and Bulgaria.

اتهام العراق بمحاولة إنتاج صواريخ باليستية وفي هذا الإطار عرض صورا لمحركات صواريخ. وكذلك محاولة تطوير المقاتلات إلى طائرات من دون طيار إضافة إلى التركيز على طائرات صغيرة مداها 500 كيلومتر من دون طيار لاستخدامها في الحرب الكيماوية والبيولوجية.

وعن الارهاب تحدث الوزير الامريكي عن صلة احد اعضاء تنظيم القاعدة المعروفين، وقد منح ملاذا لعناصر من القاعدة منذ ثمانية اشهر، كما سهل لهم تدريبات يقومون بها.

وقد شرح الوزير الامريكي عن وجود احد هؤلاء واسمه "الزرقاوي" هو تنظيمه أحرار طلقاء يفعلون ما يشاؤون في العراق، وانهم انطلقوا من العراق لتنفيذ هجمات في اوروبا.

كما اتهم بغداد بان لها علاقات مع تنظيم القاعدة منذ عدة اعوام، وقد تعلم اعضاء من القاعدة كيفية تزوير الوثائق وصنع القنابل، وان الحقد والطموح هما الدافع وراء التقارب بين العراق والقاعدة، حسب قوله.

وقال ان بعض اعضاء القاعدة ينشطون في مناطق شمالي العراق، ورغم أن هذه المناطق خارج سيطرة بغداد المباشرة، ظل العملاء العراقيون ناشطون في العمل مع تلك الجماعة.

وفي هذا السياق عرض باول صورا قال انها لبعض اعضاء القاعدة ممن لهم صلة بتنظيمات تعمل في شمال افريقيا، واوروبا، والشيشان.

ردود الفعل

وفي اول رد فعل دولي قال وزير الخارجية الصيني، الذي كان اول المعلقين في مجلس الامن على تصريحات باول، إن على المجلس احترام عمل المفتشين، ودعم استمرار نشاطاتهم.

واضاف الوزير تانغ جياكسوان ان على العراق ان يكون اكثر فعالية ونشاطا في التعاون مع المفتشين، وانه يجب تجنب الحرب في حال وجود امكانية لحل سياسي.

اما وزير الخارجية البريطاني جاك سترو فقد قال إن الامم المتحدة استمعت إلى اقوى قضية ضد النظام العراقي واكثرها مصداقية.

واوضح سترو أن نظيره الامريكي شرح بالتفصيل ما وصفه بانه الخداع الذي مارس الرئيس العراقي، والخطر الكبير الذي يمثله.

وذكر أن صدام حسين يقامر بان تفقد الامم المتحدة اعصابها بدل ان تفرض ارادتها.

أما وزير خارجية روسيا إيغور إيفانون فقد أكد ضرورة منح مفتشي الأسلحة الدوليين المزيد من الوقت تنفيذا للقرار 1441.

وقال إن بلاده تلح على ضرورة تعاون العراق مع المفتشين، وعرض أن تساهم موسكو بطائرة للقيام بعمليات الاستطلاع فوق العراق وأيضا إسناد المفتشين الدوليين بمزيد من الخبراء.

وفد رفيع

ويرافق باول ، أثناء خطابه في مجلس الأمن، مدير المخابرات المركزية الأميركية، جورج تينيت، ووفد رسمي رفيع.

ويحضر اجتماع مجلس الأمن عدد من وزراء خارجية الدول الأعضاء إضافة إلى الأمين العام للأمم المتحدة، كوفي عنان، وبليكس والبرادعي.

ويرأس الجلسة وزير الخارجية الألماني يوشكا فيشر الذي ترأس بلاده المجلس حاليا.

وكان باول قد اعترف قبل تقديم أدلته أمام مجلس الامن بأن ما سيعرضه ليس اثباتا مطلقا بأن العراق يملك أسلحة دمار شامل.

وقال البيت الابيض إنه يريد من الشعب الامريكي والعالم أن يستمع بحرص وانتباه لما سيقوله وزير الخارجية الامريكي في الكلمة التي يلقيها في جلسة لمجلس الامن الدولي حول اسلحة التدمير الشامل التي يزعم أن العراق يمتلكها.

كما انتقد متحدث باسم البيت الابيض الموقف الفرنسي المعارض لشن الحرب على العراق بوصفه موقف الاقلية الاوروبية. في هذه الأثناء أعلن رئيس الوزراء البريطاني، توني بلير، أمام البرلمان في لندن أنه من الواضح تماما أن العراق لا يزال يملك مثل تلك الاسلحة وانه اذا لم ينصاع العراق لارادة الامم المتحده فسيكون ذلك ضررا ليس فقط على الأمن العالمي بل على الامم المتحده نفسها.

وأضاف أن هناك علاقة لا تقبل الشك بين العراق وتنظيم القاعده.

الاشتباه في علاقة بين العراق والقاعدة يطرح بقوةويفيد تقرير للمخابرات البريطانيه تم تسريبه أن أي علاقة من هذا القبيل ربما كانت في الماضي لكنها انتهت بسبب عدم الثقه واختلاف الايديولوجيه بين الجانبين.

ونقل مراسل لـ بي بي سي عن مسؤول في المخابرات البريطانيه أنهم شكوا من اساءة استخدام الحكومة البريطانيه للمعلومات التي لدى المخابرات لتبرير شن هجوم على العراق .

عمليات التفتيش

وفي غضون ذلك يواصل مفتشو الأسلحه الدوليون مهامهم في العراق.

وقاموا اليوم بزيارة عدة مواقع شملت مجمع التويثة جنوب بغداد الذى يعد المركز السابق للبرنامج النووي العراقي ومصنع المعتصم للصواريخ الذي يقع على بعد 70 كيلومترا من العاصمة بغداد.

وشملت الجولة التفتيشية اليوم كذلك مراكز للابحاث الغذائيه وانتاجها.

وقد أكد المسؤولون العراقيون مرة اخرى استعدادهم للتعاون الكامل مع المفتشين.

وقال طارق عزيز نائب رئيس الوزراء العراقي فى مقابلة مع صحيفة لوفيجارو الفرنسيه اليوم ان الامريكيين لن يتمكنوا من إثبات أن العراق لديه اسلحة دمار شامل.

وأضاف أنه اذا وجه وزير الخارجية الامريكيه كولين باول اتهامات للعراق بهذا الشأن فى خطابه اليوم أمام مجلس الامن فسيكون على المفتشين أن يتوجهوا للمواقع المفترضه للتأكد من هذه الاتهامات.

US demands action on Iraq

Powell spoke of Iraq's "policy of evasion"

The United States has said that Iraq is involved in "active and systematic efforts" to hide from UN weapons inspectors its efforts to produce weapons of mass destruction.

Secretary of State Colin Powell presented to the Security Council evidence of Baghdad's "evasion and deception", including tape recordings, satellite photographs and intelligence data.

Mr Powell warned a special session of the Council against any further delay in tackling he called Iraq's chemical, biological and nuclear arms ambitions.

"Leaving Saddam Hussein in possession of weapons of mass destruction for a few more months or years is not an option," he said.

"This body places itself in danger of irrelevance if it allows Iraq to continue to defy its will without responding effectively and immediately," said Mr Powell.

The first reaction to the speech came from China, whose Foreign Minister, Tang Jiaxuan, welcomed the evidence provided by Mr Powell.

He said it would help with UN inspectors with their work and urged the council to allow inspections to continue.

UK Foreign Secretary Jack Straw, for his part, said Mr Powell had presented the most "powerful and authoritative" case against the Iraqi regime.

Mr Straw called on the Council to "face its responsibilities" after next week's report by UN weapons inspectors.

Death threats

"I cannot tell you everything I know but what I can share with you is deeply troubling," said Mr Powell.

Satellite photographs show Iraqi deception, says Powell

Mr Powell began by playing two recent tape recordings which, he said, were conversations between Iraqi military officials discussing how to block the work of UN weapons inspectors.

One man is heard telling a colleague to clear out "forbidden material", and destroy the message after it was received.

"This was part and parcel of a policy of evasion," said Mr Powell.

Mr Powell told the council that Iraqi scientists had been told by Saddam Hussein that they were not to agree to be interviewed outside Iraq, in contravention of the UN resolution.

One scientist had even been sent into hiding by the Iraqi regime, after a false death certificate was issued for him so that he could avoid being interviewed by the inspectors.

Other scientists, said Mr Powell, were threatened with death by the regime if they divulged information to the inspectors.

Photographs

Mr Powell went on to show satellite photographs which, he said, showed that evidence had been moved from military bunkers in mid-December as UN inspectors were about to visit them.

"An army of Iraqi intelligence officers" were tracking the inspectors, said the US secretary of state.

Another photograph showed lorries which, he said, were moving missiles at almost 30 sites.

Powell is out to prove Iraq cannot be trusted

"We don't know precisely what Iraq was moving," he said.

He noted that Iraq had banned US spy plane flights over its territory.

This, he said, was in direct violation of the security council's Resolution 1441.

He said the Iraqis had failed to account for any of the biological and chemical warfare materials they were known to possess as a result of earlier inspections.

The Iraqi army had been told to use nerve gas, said Mr Powell, and the order would not have been given unless the gas existed.

Mr Powell presented graphics showing mobile factories for producing biological agents - there were at least seven such facilities, he said, loaded on 18 lorries.

"How can the UN inspectors hope to find these without the Iraqis coming forward?" he asked.

Mr Powell said that Iraq was continuing efforts to produce a nuclear arsenal.

"Saddam Hussein is determined to get his hands on a nuclear bomb," he said.

He went on to discuss Iraq's alleged role in international terrorism, saying it was linked to cells in a number of European countries.

The country harboured senior members of Osama Bin Laden's al-Qaeda network, said the US secretary of state.

Response critical

Analysts say the reaction Mr Powell receives at the Council is likely to determine whether or not the US seeks a new resolution on disarming Iraq or embarks on military action on the basis of existing resolutions.

Nine votes and no veto required to pass a resolution

Security Council quick guide

The US would need nine votes on the 15-member Council - and no veto from any of the four other permanent members - for passage of a new resolution specifically authorising the use of force against Iraq.

At the moment, it can count on only three votes in addition to its own, the French news agency AFP quoted unnamed diplomats as saying.

Each of the 14 Security Council members now has seven minutes to respond to Mr Powell's speech.

Iraq's Ambassador to the UN, Mohammed Al-Douri, will also be given time for a rebuttal, although Iraq is not a member of the Council.

German Foreign Minister Joschka Fischer is presiding as his country currently chairs the Council.

Germany has strongly opposed an early attack on Iraq and Mr Fischer and Mr Powell clashed when they both appeared at the UN last month.

انتهت كلمه باول عن العراق و كلمه سترو وزير خارجيه بريطانيا...و الجديد في هذه الكلمات تغير في سياسه امريكيه و هو عدم الحصول علي قرار سياسي بغزو العراق و لكن الهدف هو التأكيد علي ان العراق اخترق قرار 441 الصدر سابقا من مجلس الأمن مما يتخذ كسبب للغزو بدون اذن من مجلس الأمن....و تكلم عن كميات كبيره من الأسلحه البيوليجيه و الكيميائيه التي تطورت من جانب العراق...مدعمه بالصور و أحاديث مسجله و لكن سؤالي هو ...اذا كان العراق يمتلك كل هذه الكميات ...اين هي هذه الأسلحه و كمياتها ...اين اختفت في العراق هذه الدوله التي تبلغ مساحتها اقل من مساحه ولايه تكساس ام تم اخفائها في دول اخري....و السؤال الثاني لماذا أحتفظت امريكا بكميه هذه المعلومات و لم تعطيها للمفتشين اثناء تواجدهم في العراق.... اما روسيا و فرنسا طالبوا بتمديد مهله للمفتشين....روسيا طالبت حتي مارس و فرنسا طالبت حتي يونيو و لكن الشئ المهم طالبوا امريكا بأعطاء المعلومات التي لديها للمفتشين ...و التي اعتقد انها لم تمد بأي معلومه...لأن هذا سوف يدخل امريكا في دوامه اجتماعات و جدوله .....و اعتقاد شخصي ان الحرب من طرف امريكا سوف تكون قريبه ...مسأله ايام....
