Canadian citizenship rules change for those born outside of Canada

As of April 17, 2009, Canada's Citizenship Act will be amended. The new law now limits Canadian citizenship to the first generation born abroad to Canadian citizens.

All individuals born in Canada are granted citizenship, as are people born abroad who undertake the canadian citizinship process and are approved.

Previously, individuals who were born abroad to Canadian parents were granted Canadian citizenship and would apply for a citizenship certificate as evidence. The new law alters this.

One of the elements of the April 17 amendments to the Citizenship Act restricts the granting of citizenship for children born abroad to Canadian parents. Now, only the first generation of children born abroad to Canadian citizens will be accorded Canadian citizenship.

Once the law comes into effect, children born abroad to Canadian parents in the second or subsequent generations will not become Canadian citizens automatically at birth. Moreover, those who are born abroad in the second or subsequent generations before the new law is implemented, who are not already Canadian citizens, will not automatically become a citizen under the new law.

OTTAWA — The federal Conservatives are moving to give the Immigration Minister more power to control the number and type of people allowed into the country – and the speed with which they are welcomed here.

New legislation tabled yesterday would also allow the minister to cap the backlog of potential immigrants and cut off applications if the queue gets too long.

Immigration Minister Diane Finley told the House of Commons that the changes to the Immigration and Refugee Protection Act are aimed at increasing the number of workers coming into Canada.

“Our government has two objectives,” Ms. Finley said. “The first is to bring more newcomers here to fill the jobs and be reunited with their families. The second is to do it faster.”

Among other things, the new legislation says a visa “may” be issued to applicants who meet federal requirements.

For those who are inadmissible, the minister may still grant permanent resident status if it is justified on compassionate grounds or “by public policy considerations.”

And the law would give the minister the power to set the number of applications, by type, processed in any year.

The changes in the Immigration Act are buried in a massive budget implementation bill. That means the opposition parties will have to approve them or bring down the minority Conservative government – something the Liberals have been unwilling to do.

But Liberal MP David McGuinty said the proposed rules would dash the hopes of large numbers of immigrant hopefuls.

He pointed to processing waiting times for immigrants, which have increased by 20 per cent over the past four years. More than 800,000 people are currently stuck in limbo on waiting lists.

“The government is so desperate to close the door on immigrants that it will ignore the painful mistakes of previous Conservative governments that tried to do the very same thing,” Mr. McGuinty said.

“Why does the minister insist on closing Canada's doors to the newcomers we desperately need to fuel our labour and our population growth even though history shows this is absolutely the wrong approach?”

Ms. Finley replied that the Conservative government welcomed more immigrants to Canada last year than in most of the preceding 100 years.

“Not only are we doing more, we are doing it better,” she said. “In the family reunification class, we have made that a priority, and now cases are getting processed 20 per cent to 40 per cent faster than they did under the previous government.”

Olivia Chow, a New Democrat from Toronto, said Liberal governments let the backlogs grow “and the Conservative solution is just as absurd: They just will not take as many applications.”

Ms. Chow urged the minister to instead bolster resources at Canada's overseas offices and relax the immigration point system. She said the target number of immigrants into Canada should be equal to 1 per cent of the population – or 330,000 people – to renew the work force and drive the economy.

The government says there were 429,000 foreigners allowed into Canada last year, but that included temporary workers and students in addition to 251,000 permanent residents.

المقال ده متحفظ شوية عن الهجرة لكن الاراء اللى فيه لازم ناخدها فى الاعتبار لانها فى عقول صانعى قرار الهجرة فى كندا و اللى كاتبها(توم كنت) كان مساعد رئيس الوزراء ليستر بيرسون وكان نائب وزير الهجرة و الجنسية فى يوم من الايام ومجمل كلامه انه لازم يدافع عن كندا كمكان للوطن مش كانه فندق الناس تقعد فى شوية تاخد الجنسية و بعدين المهاجرين يرجعوا اوطانهم الاصلية و يتمتعوا هما و اولادهم بالجنسية الكندية مدى الحياه , وزى ما قلت فى الاول الكلام بتاعه متحفظ شوية و ممكن ما يكونش بيعبر عن المتغيرات العالمية لكنه بدون شك الاجندة المخفية لحزب المحافظين فى كندا

Canada is much more than a hotel

It was in 1947 that "Canadian citizen" replaced "British subject" as the legal description of a voting participant in this democratic society. One might think that by now the transition would be complete, the concept of our citizenship mature. It is not. It has not kept up with changes in the world around us. Canadian law on citizenship and immigration is in need of another radical revision.

Most of us are proud to belong to a nation welcoming diverse peoples and accepting many cultures. But present law permits, even encourages, confusion of loyalties and plurality of citizenship. The sense of a Canadian identity is increasingly diluted. It need not be.

In the beginning, in the 1867 escape from colonies to nation, what it meant to be Canadian was plain. It was to be different from American. As the United States emerged from its bloody civil war, and found purpose in the manifest destiny of rolling west and potentially north, determination to have no part of it was equally strong in the British and the French.

The BNA Act was soon supported by the National Policy of tariffs and the railroad. That was not enough, however, to build an economy from sea to sea. Farmers from a cold climate were needed to break the Prairie sod. It was immigration from central Europe that made it possible for Quebec and the old British colonies to grow into a nation state. We remained a dynamic economy. In the mid-twentieth century, particularly, remarkable and diversified growth called for many new workers. At first they came from Britain and Europe, but prosperity there soon diminished those sources. The temper of the 1960s in any case called for openness to all peoples, who have since come especially from south and east Asia.

It is, however, a new imperative that calls for them. Canadians have become much less productive of offspring. Our fertility rate is barely two-thirds of the population replacement level. We are, of course, far from unique in that respect. But our population is already slight in relation to our resources. Smaller numbers would damagingly increase the burden of infrastructure overheads imposed by our geography. They would reduce the economies of scale possible for an economy whose manufacturing and service sectors are already challenged by growth elsewhere. Much as the world as a whole will eventually benefit from lower birth rates, it will be a long time before both economic and social pressures cease to call for migration to Canada, migration substantial in relation to our otherwise declining population.HEARTS NOT LEFT ELSEWHERE

Our national problem is to reconcile this need with the basic political fact that no democracy can thrive without some widely shared sense of community, of some things done differently because they are done together. We are a North American society, sharing many characteristics with our neighbour. But we have combined them with a stronger sense of community concerns. One aspect of this was brought home to me long ago by Prime Minister Pearson. When we were reminiscing together over an after-work Scotch, he said that in all his international dealings, and unilingual though he was, the people with whom he felt most at home were neither American nor British, but northern Europeans.

That was close to fifty years ago, in a different world. But the essential point remains. While Canada takes second place to none in the value it places on individual freedom and enterprise, we strive to do so within an equitable and equable society that combats inequalities of opportunity. Such is the community spirit of French Canadians as much as British, of most newer as well as earlier immigrants. It is the spirit that has guided our sometimes significant contribution to world affairs. We want immigrants who will in their diversity contribute to the development of that Canadianism. We do not want immigrants who dilute it by leaving their hearts elsewhere.

Citizenship can neither be bred by preaching nor be enforced by law. It can be encouraged or not. At present it is not. Canada's national interest requires, first, a major change in the legal terms on which migrants come. After three years as residents they may, if they wish and satisfy a minimal test, become citizens. But if not, their permission to reside and work here continues. So does access to the hospitality of our multiculturalism. Legally, we minimize the meaning and responsibilities of citizenship. We give substance to the jibe that, by making so light of being Canadian, we are the hotel among countries: a place to which you come and go at your convenience, in escape from the obligations of a household.

FLAG OF CONVENIENCE

We used to think of immigrants as people who have identified themselves with a new land. A rather different reality was illustrated during the sudden war in Lebanon two years ago. The danger overwhelmed our embassy with a rush of thousands of people living in Lebanon but expecting to be rescued at Canadian taxpayers' expense. Contemporary communication tempts recent comers, whether residents or legally citizens, to remain more emotionally identified with relatives and friends whence they came, with that country's politics and conflicts, than with the people and affairs of Canada. A Canadian passport may be little more than a flag of convenience.

The primary way to give meaning to citizenship is to set a term to residence without it. In effect, the present provision would be reversed. Immigration should depend on the intent to become Canadian. It would give the right to live here for three years. Within that time, the immigrant could either become a citizen or leave. A review panel would have final authority to determine whether the modest language and knowledge requirements were satisfied. There would be no provision either for making exceptions by ministerial permit or for appeals. The rare immigrant who after three years could not meet the requirements would have to leave voluntarily or be deported.

If this procedure were to be challenged before the Supreme Court, Parliament should use the "notwithstanding" provision of the Constitution to uphold the law against the arrogance of lawyers. Morally, their clients must be considered beside the countless victims of conflict and privation who can never come here. Those who have that opportunity but fail to abide by its terms should be firmly and promptly deported. The cases would be relatively few if the terms of entry and of citizenship were properly defined.

Ottawa could do much more to assist the agencies that are ready and willing to help immigrants improve their language skills, to learn more about their new country, about its history and its public affairs. The result would be a future fairer society. Immediately, the citizenship oath could be modernized. It is well over forty years since we gave ourselves our own flag. Surely we can now do the same with words to express the essence of citizenship for all Canadians.

There will always be need for various kinds of temporary residents, such as students and the occasional person uniquely qualified for a particular task. Most importantly, genuine refugees, unable to return to their homelands, might well be allowed an extended period in which to decide whether to become Canadian, seek another country, or in some cases perforce stay here, even though unable to qualify for citizenship.

Such problems do not, however, affect immigrant status. It should always mean becoming a citizen within three years, or leaving. This legal change would not, of course, apply retroactively to immigrants previously admitted and remaining here. It would, however, apply to any who sought to return to Canada after absenting themselves for a period elsewhere.

TAX US WHEREVER WE GO

There are obligations of citizenship that can be enforced. They include a fundamental obligation that present Canadian law neglects to establish. The duty to pay taxes should be inherent in citizenship. Where the citizen chooses from time to time to live is irrelevant. The obligation is to the state that provides the rights of citizenship. Taxation is the price you pay to have those rights. But not, at present, if you are Canadian. Live in Barbados, or wherever, and you are Canadian free of charge.

We are in that no different from the nationals of most countries. But we are close to unique in the proportion of us who owe to the state the grant of our citizenship; and, unfortunately, in the proportion for whom old loyalties are more present than the new. The legal failure to link citizenship and tax invites the alienation that increasingly weakens our national politics, that among some newcomers encourages indifference to public affairs except those that impinge on their countries of origin.

Making tax the same for citizens in and out of the country will not, of course, in itself work any magic. But it is a crucial reinforcement to the primary reform that makes citizenship, not convenience, the condition for staying here. It will help to give meaning to the rights and obligations of belonging with a true north that matters.

And as legal changes go, it is easy. There is an excellent precedent to hand. American citizens living outside their country do not thereby escape liability for American tax. Canadian law should similarly provide that every citizen, irrespective of where he or she is residing at any time, is required to file a return of income from all sources, and then to pay the assessed Canadian tax. If the country of residence has a tax treaty with Canada, the assessment would of course reflect an appropriate allocation of tax between jurisdictions. But if it is a haven or country of uncertain tax administration, then the liability would be for the full amount of Canadian tax.

An immediate penalty for tax delinquency would be international notice that the offender's passport has become invalid. That would apply equally to citizens by birth and by naturalization. After a fair notice, this would be followed by cancellation of a citizenship acquired by naturalization. Citizenship by birth cannot be so thrown aside (except, of course, on the initiative of someone who values it less than a foreign rank), but the delinquency is reason to refuse a passport in all cases. A tax offender who nevertheless presented herself or himself for return to Canada would be required to pay what was due, with interest and penalties, or be admitted into detention.

A province can tax only its own residents. The suggested legislation, it should therefore be noted, would relate directly only to federal taxation. However, it should not be difficult to get provincial agreement that, for non-resident citizens, the federal law would add a supplementary tax of about the average level of provincial taxes. The total for an absentee would then be much the same as is paid by a citizen living anywhere in Canada.

Equitable tax reform would not only strengthen the meaning of citizenship and the sense of Canadian identity. It would facilitate an onslaught against the rapidly growing evasion through external havens of both personal and corporate taxation. That international inefficiency is not only an infringement of the fairness on which the stability of informed societies depends. It increasingly impairs the vigour of the older enterprise that is under challenge from emerging economies.

Our special Canadian problem, however, is our identity. The more complex and interdependent the world becomes, the more the bigger nations enlarge their economies and establish their distinctive roles, the more important for smaller nations is the sense of community needed to empower their particular policies. Our diversity and our location combine to make adherence to a place and a purpose in the world especially challenging and of some special importance. To foster Canadian citizenship is part of the way to strengthen our contribution to the global society.

بأمانة شديدة .. الراحل ما قلش حاجة غلط .. تخيل حضرتك واحد جاء من بلد فقيرة أو الحرب مبهدلاها .. و ما كنش عارف يعيش... و بعدين بعد 3 سنين بالضبط بقى معاه جنسية ليها مزايا عالمية من غير ما يكون عنده أى ولاء للبلد اللى منحته الجنسية دى ولا يعرف يتكلم لغتها و يمكن يكون بيكرهها .. لانه تانى يوم ما خد الباسبور سافر و مارجعش .. ngh:

يبقى أى شروط أو تحفظات يفكروا فيها عشان الحفاظ على مصلحتهم مش غلط .. هم استقبلوا مهاجرين عشان يساهموا فى نماء الاقتصاد و علشان يعدلوا كفة الشباب (لأن معدل المواليد عندهم فى تناقص) مع كفة المتقدمين فى السن .. يبقى لما المهاجر يكمل ال 3 سنين بالعافية و بعدين يرجع لبلده ذات الولاء ngh: أو يبحث عن مكان تانى ممكن يستفاد فيه من الباسبور اللى خده .. يبقى بالنسبة لهم الأهداف اللى بسببها استقبلوا مهاجرين لم تتحقق ان لم يكن تكبدوا خسائر و مصاريف كمان بدون المقابل اللى كان منتظر من المهاجر ..

""كانبيرا (رويترز) - قال وزير الهجرة الاسترالي كريس ايفانز يوم الاثنين ان استراليا ستخفض العدد السنوي للمهاجرين الذين تقبلهم لاول مرة منذ ثماني سنوات بسبب تباطؤ الاقتصاد وضعف الطلب على العمال. واستراليا دولة مهاجرين وشهدت ازدهارا في عدد المهاجرين.

واستراليا دولة مهاجرين وشهدت ازدهارا في عدد المهاجرين الجدد خلال السنوات العشر الماضية لسد العجز في العمالة.

ولكن ست من شركاء استراليا التجاريين الرئيسيين يواجهون ركودا حاليا كما توقف النمو الاقتصادي وبدأت البطالة ترتفع مع توقع الحكومة ان تصل البطالة الى سبعة في المئة بحلول منتصف 2010 مقابل 4.8 في المئة حاليا.

وقال ايفانز "اتوقع انخفاض اعداد برامجنا العام المقبل.. كرد فعل للظروف الاقتصادية.

"ويستحسن ان نقول اننا نتوقع انخفاض الطلب على العمالة في الاقتصاد. وكبرنامج مرتبط بشكل كبير بالطلب على العمالة فاننا نتوقع ادارة برنامج اصغر."

وقبلت استراليا مهاجرين باعداد قياسية في السنوات الاخيرة وكانت تستهدف قبول 190300 مهاجر هذا العام بزيادة 20 في المئة عن السنة المالية 2007-2008 واكبر من الرقم القياسي الذي سجل بعد الحرب العالمية الثانية والذي بلغ 185099 في 1969-1970 .

وواحد من بين كل اربعة تقريبا من سكان استراليا البالغ عددهم 21 مليون نسمة ولد في الخارج وتحاول استراليا بشكل نشط اجتذاب العمال المهرة مع استهداف اسواق الهجرة خريجي الجامعات والاشخاص الذين لهم انشطة تجارية في اوروبا وبريطانيا والهند.

وقال ايفانز ان العدد النهائي للمهاجرين الذين ستقبلهم استراليا لم يتحدد بعد. وستقرر الحكومة ذلك خلال فترة الاعداد للموازنة العامة التي ستسلم في 12 مايو ايار.

ولكنه قال ان الحكومة ستواصل استهداف المهاجرين اصحاب المهارات اللازمة لقطاعات مازال يوجد بها طلب كبير من بينها قطاعا التمريض والصحة.

Canada welcomes a record high number of newcomers in 2008

Ottawa, February 20, 2009 — Canada welcomed an unprecedented number of permanent and temporary residents in 2008, according to preliminary data released by Citizenship and Immigration Canada (CIC) today.

“While other countries are talking about taking fewer immigrants, today, I am pleased to announce that in 2008, we increased the number of new permanent residents to Canada,” said Citizenship, Immigration and Multiculturalism Minister Jason Kenney.

Canada welcomed 247,202 permanent residents in 2008, 70,000 more than in 1998, and well within the government’s planned range of 240,000 to 265,000 new permanent residents for the year. An additional 193,061 temporary foreign workers and 79,459 foreign students resulted in a combined total of 519,722 newcomers for the year.

The higher number of temporary foreign workers reflects increased demand in the Canadian labour market last year. The hiring of temporary foreign workers is based on employers’ needs and labour market demand.

“Our government will not follow the advice of those who believe that Canada should take steps to reduce immigration levels. In fact, we are maintaining our planned immigration levels for 2009,” said Minister Kenney. “As minister responsible for multiculturalism, I am particularly concerned by short-sighted, divisive rhetoric that pits immigrants against Canadians in our economy.”

لستة الوظائف حددت مهن معينة لكل المتقدمين للهجرة مثل مديرين المعلومات,لكن هل يوجد شرط ان المتقدم للهجرة يكون اشتغل 4 سنين كمدير للمعلومات ولا هو مكن يكون مبرمج مثلا لفترة ثلاث سنين واخر سنة بقى مدير معلومات؟فهل تنطبق عليه الشروط الجديدة ولا ممكن يقولولوا ان مدير المعلومات لازم يكون اشتغل مدير بقاله اربع سنين مثلا علشان النقاط تكون كملت؟؟؟؟ظ

Citing economic uncertainty and rising unemployment numbers in the country, Canadian Immigration Minister Jason Kenney has announced that Canada is considering reducing its immigration targets for 2009.

At the present time, Citizenship, Immigration and Multiculturalism Canada (CIMC) plans to maintain its 2009 immigration numbers of between 240,000 to 265,000 new Permanent Residents. This makes it one of the only developed nations that has not contracted its immigration plans in the face of current global economic turmoil.

However, that may change by the end of March, once Minister Kenney meets with federal, provincial, and territorial officials to review economic data and to determine if modifications to immigration levels are needed.

“We don’t want people coming to Canada and facing unemployment. We need to be sensitive to the changing labour market, and if we need to make modifications, we will,” stated Minister Kenney.

Taking a longer-term perspective, he has expressed his preference to maintain current levels, noting that immigrants will be greatly needed to help fuel Canada’s economic growth once the economy turns around.

“We need to be flexible, prudent and ensure that our response to short-term conditions does not counter out long-term goals, in which immigration will play a significant role,” he said. “We don’t want to turn off the tap of the future growth that is represented by immigration.”

The Immigration Minister has the authority to make changes to the immigration selection system without any advance warning. In this case, he has signaled that an imminent reduction of immigration targets is a real possibility.

If you would like to immigrate to Canada, you should take the Immigration Minister’s words seriously. Now is the time to submit your Canadian immigration application. After the Immigration Minister’s meeting at the end of March, it may become more difficult for you to qualify or it may take you longer to realize your plans to come live and work in Canada.

السلام عليكم انا عضو جديد بالمنتدى ولكني اطالعه منذ عامين تقريبا وقد اشتركت لاني لاحظت ان معظم الموجودين قد قدموا للهجرة لكندا من دول اخرى غير مصر بالرغم ان المنتدى يسمى محاورات المصريين وطبعا مع كل الاحترام لهؤلاء ولكني اتمنى ممن قدم للهجرة من مصر ان يعلمنا بأي تطور في ملفه وذلك حيث انني اشعر انه هناك بطء شديد للملفات المتقدمة من مصر وربما يكون ملفي انا كذلك فأرجو المساعدة في اثبات ان ذلك عام ام يخص ملفي لاني قد تعديت الزمن المكتوب في الجدول الموجود بموقع CIC بشهر ولم يصلني ابديت او اي رسالة اخرى من السفارة عموما انا مقدم من فبراير 2005 وهذا التاريخ الموجود بموقع السفارة الذي كل ما افتحه اجد In process لغاية اليوم فهل فيه احد اخر مقدم مثلي من مصر وبنفس التأخير ام لا؟ ارجو الرد والاهتمام ولكم كل الشكر

Foreign-born workers act as shock absorbers when economy crashes

In the fall, we read a lot about the plight of managers and professionals in the financial sector caused by the financial crisis. Recently, media coverage focused on the threat of losing thousands of middle-class jobs in the automobile industry. In the months to come, it will be immigrants and foreign workers who will be hit hardest by the looming economic downturn.

After supplying the labour that supported a decade of economic prosperity for Canada, foreign workers and immigrants are becoming the latest victims of a declining Canadian economy.

Throughout Canadian history, immigrants have been the shock absorbers of cyclical swings of the economy. Until the early 1990s, Canada's immigration levels were synchronized with the business cycle, increasing during boom periods and scaling back during recessions. Although immigration levels are no longer co-ordinated with the business cycle, immigrants continue to be the last to be hired and the first to be fired.

Immigration creates the illusion that Canadian-born and educated workers are more secure in their jobs. For example, when the economic downturn forces a firm to cut its workforce, it may first lay off a foreign-educated, recent immigrant before dismissing a long-term employee with a lifetime of Canadian experience. Even lower on the pecking order are temporary foreign workers and non-status immigrants. These groups are among the most vulnerable workers in Canada.

However, the reasoning that Canadian-born workers benefit from the vulnerability of migrants is deeply flawed. My own research shows that a vulnerable workforce of immigrants at the bottom of the labour market will pull down wages and labour standards for all, including non-immigrants. In a period of economic slowdown, when workers compete for a declining number of jobs, this drag on wages and labour standards becomes a downward spiralling vortex.

In the current period of economic uncertainty, it is therefore particularly important to protect the rights of the most vulnerable workers, and to ensure that immigrants and foreigners are not forced to offer their labour to employers at cut-rate prices and for substandard working conditions.

If we look south of the border, U.S. President Barack Obama apparently understands the urgency of the matter. His picks of Hilda Solis, the daughter of Mexican-Nicaraguan immigrants, as labour secretary and Janet Napolitano as the head of the Department of Homeland Security indicate a policy shift toward strengthening the rights of immigrant workers.

The track records of Obama's selected cabinet offer a glimpse of the politics workers in America may soon enjoy. As governor of Arizona, Napolitano vetoed several bills designed to cut benefits and target "illegal" immigration. Solis believes that union membership can help new immigrants "become a part of the American fabric."

Here in Canada, on the other hand, the federal government seems to be more interested in maintaining a vulnerable and exploitable foreign and immigrant labour force than in lifting labour standards for all.

One of the most vulnerable segments of the labour force, temporary foreign workers, has been favoured by recent immigration practices. Over the last decade, the federal government allowed the temporary foreign workforce to more than double, providing more than 302,000 workers to Canadian employers in 2007. This increase has been applauded by Canadian businesses, which appreciate the highly "flexible" nature of these workers. Without citizenship, they do not enjoy the same economic rights and social benefits as Canadian workers and can be pressured into accepting wages and working conditions unacceptable to Canadians.

In Europe, policy-makers experimented with guest worker programs in the postwar boom years and experienced the failures of these programs. A famous saying goes: "We asked for workers but people came," indicating that exploitation comes at human cost, and that workers will claim the rights to which they are entitled. At a recent conference in Bonn, Germany, organized by the Canadian Metropolis Project, the former president of the German parliament, Rita Suessmuth, expressed to me her bewilderment that Canada – long a role model to Europeans for its liberal immigration policies – may repeat some of the mistakes made in Europe decades ago.

Although it was not the Harper government's intention, the new Canadian Experience Class could be a step in the right direction. This program invites foreigners with Canadian degrees and Canadian work experience to apply for permanent resident status, with the prospect of citizenship after three years. However, the target of 10,000-12,000 newcomers under this new class represents only about 2 per cent of all foreign students and temporary workers in Canada.

To improve conditions for vulnerable workers, this program should be extended to all temporary foreign workers. However, recent reports suggest that even the government's meagre target will not be met because of delays in launching the program and eligibility criteria that many workers cannot meet.

Another initiative by the Harper government aims at fast-tracking skilled immigrants if they practise one of 38 high-demand occupations. The fact that financial managers top this list, in a period of financial crisis, indicates how difficult it is for government policies to respond to fluctuations in labour demand.

Rather than using immigration as a shock absorber to cope with a crashing economy, policy initiatives should ensure the equal and fair treatment of all workers, including foreigners, non-status residents and immigrants.

At the core of such policy initiatives should be the strengthening of the representation of immigrants and foreign workers in labour unions and protecting foreign workers and non-status immigrants under provincial employment legislation. Recent programs assisting immigrants in getting their foreign credentials recognized are another excellent example of efforts enabling immigrants to obtain the jobs and wages that correspond to their skills.

We cannot allow the most vulnerable workers in our society to assume the burden of an economic downturn. Protecting these workers is in the interest of all Canadians.

أعلن وزير الهجرة والجنسية الكندى جايسون كنى ان بلاده تدرس خفض عدد المهاجرين اليها بسبب الازمة الاقتصادية.

وقال جايسون كنى انه سيلتقى بروءساء حكومات المقاطعات والاقاليم الكندية شهر مارس المقبل لتحديد اذا ما كان سيتعين خفض عدد المهاجرين الذين يفدون سنويا الى كندا فى ضوء احتياجات أسواق العمل فى المقاطعات والاقاليم.

وعزا وزير الهجرة والجنسية الكندى هذا التوجه الى حماية مصالح المهاجرين الجدد والذين يقدر عددهم سنويا بنحو 265 ألفا مشيرا الى أن المهاجرين الجدد لن يكونوا سعداء ان هم أتوا الى كندا فى هذه الظروف الاقتصادية الصعبة ولم ينجحوا فى الحصول على عمل.

من جهتها انتقدت أحزاب المعارضة فى البرلمان الكندى بشدة تسجيل أول عجز فى الميزان التجارى بكندا منذ أكثر من ثلاثة عقود.

جاء ذلك بعد نشر موءسسة الاحصاءات الكندية أرقاما رسمية أمس أظهرت تجاوز قيمة الواردات لقيمة الصادرات فى كندا خلال الشهر الاخير من العام الماضى بنحو 458 مليون دولار.
